IMPORTANT OVERVIEW AND CONTEXT:

 

Commonwealth, State and Territory governments have been working on national standards and training for many years. This work has resulted in a number of agreements and arrangements that have led to the current white card initiative.

The Commonwealth, States and Territories are working on further common Occupational Health and Safety arrangements for laws, regulations and Codes of Practice, to be consistent across all States and Territories. Download pdf for more information here.

The national approach to construction and building industry safety induction is an early piece of work that will fit within the umbrella of this national approach.

NATIONAL APPROACH

The national approach for construction and building industry consists of a number of elements, including:

* National approach to qualifications and the delivery of training
* National course content – Induction Code of Practice
* National competency assessment and qualifications– CPCCOHS1001A: Work safely in the construction industry
* Nationally registered training organisations (RTOs) – National Audit and Registration Agency (Link To White Card Online’s RTO Registration Number)

 

The benefit of the national approach for employees is that once the qualifications have been obtained, people can work in any State or Territory in Australia. There is no need for re-qualification or paying additional fees or charges to work in another State or Territory.

Employers also benefit by being confident in new and current employees having attained a satisfactory understanding of risk issues in the industry and that the understanding is shared across the whole workplace. This is even more important where an employer works across sites in more than one State or Territory.

DELIVERY ON THE NATIONAL APPROACH

WHITECARDONLINE, by being available nationally with a consistent approach, delivers on the national approach and offers the greatest potential for common knowledge and industry standards.

As we take a national approach, the knowledge, skills and competencies are of national standard, and capable of being used locally or in any State and Territory. The whitecard is evidence of having undertaken the necessary training and achieved the necessary competency to be of the whitecard standard.

White Card

VIC. YES. Victoria Worksafe Website states:

 

“An employer must accept any of the following things as evidence that the worker has done construction induction training:

* a construction induction card issued by WorkSafe following successful completion of induction training by an RTO
* a ‘red card’, which shows that the person completed the previous Victorian Construction Industry Basic Induction Course, which existed before 1 July 2008. Red cards remain valid after 1 July 2008, and do not need to be transferred to construction induction cards
* a construction statement of attainment issued by an RTO, pending processing of a construction induction card, or
* recognised evidence of construction induction training (e.g. a statement or card issued under similar requirements in another Australian state or territory).”

TAS YES. Workplace Standards Tasmania Website States:

 

“In order to be recognised in Tasmania you will

* need to have successfully completed the national training unit CPCCOHS1001A
* hold a current and valid general construction induction card from another jurisdiction

You will not need

* to undertake general induction training for construction work in Tasmania
* to obtain a Tasmanian white card”

SA

Urban E-Learning cannot guarantee that Safework SA officials will accept White Cards issued by us.

Currently, the page on the Safework SA Website which contained information about White Cards states: "This content has been removed from the website".  Previous advice on the website was:

"The adoption of the Code essentially removes a layer of red tape in hiring construction employees in SA. It recognises safety induction training performed interstate, thereby avoiding the need to duplicate it for access to SA sites. The safety induction training is recognised across all states. The Code brings together best practice from Australian state and territory OHS authorities into a framework to promote a nationally uniform approach to OHS induction training in the building and construction industry. The Code supersedes the current SA general induction training, SA Construction Industry Common Site Safety Induction Course, commonly known within the industry as the SA Green Card, which is facilitated by the SA Construction Industry Training Board (CITB). As a transitional phasing in arrangement, all current SA Green Cards will be recognised in SA. As each Green Card expires, holders will be required to undertake additional training to satisfy the Code of Practice for Induction for Construction Work and obtain a "White Card".

ACT YES. The WorkCover/WorkSafe ACT Website states:

 

“If a person already holds a construction induction card issued in another State or Territory, there is no need to undergo further training, nor is there a need to transfer the card to an ACT card.

The below table shows the induction cards across Australia that are accepted as current in the ACT. If you have any of the cards that are marked with a tick, then you do not need to obtain an ACT Construction Induction Card.

White Card

QLD YES. The Workplace Health and Safety Queensland Website states:

 

“Queensland recognises construction induction cards from all states and territories (excluding NT who do not currently have a regulatory requirement for construction induction training).

This means that interstate construction induction cards are recognised as evidence of meeting requirements for general health and safety induction training for construction work under the Workplace Health and Safety Regulation 2008.

A person holding a current general construction induction card from another jurisdiction will not need to undertake general induction training for construction work in Queensland and will not need to obtain a Queensland construction induction card.

Queensland construction induction cards (including the former ‘blue’ cards) are also accepted throughout Australia.”

Important Note For Owner Builder Students Only: If you are studying for an Owner Builder license in NSW, you are required to get a White Card through Face to Face training ONLY, and as such, you cannot use our course, even though your Owner Builder course may be online.

Currently the NSW WorkCover Authority Website states:

"Interstate cards

In addition to the WorkCover NSW construction induction card, construction workers can work in NSW using a valid:

  • 'white card' issued in South Australia    
  • 'blue card' or 'white card' issued in Queensland
  • 'red card' issued in Victoria
  • construction induction card issued by WorkSafe Victoria.
  • NSW construction induction cards are also recognised in South Australia, Queensland, Victoria and the Australian Capital Territory (ACT).
Note: WorkCover will only recognise cards issued by another state provided you lived in that state at the time you obtained the card"

WhiteCardOnline's Summary from NSW WorkCover Authority Website:

  • NSW whitecards are to be accepted in other States and Territories
  • Non NSW whitecards are acceptable in NSW....
  • NSW also has an additional requirement that no other State or Territory has.  NSW asks that the person undertaking the course, be resident in the State of issue of the whitecard at the time of taking the course. 

    As this condition is not consistent with the national approach; how other States and Territories are operating; or with NSW whitecards being used in other States and Territories, we are at present  seeking an explanation of this approach from NSW.
